CGI Center in my cPanel?

I noticed in my cPanel, it says CGI center is installed. When I click on the CGI email link on the CGI center page, it goes to a dead link. Is this something I can use to email a form? How the heck do I make use of it?

The FormMail Clone section will point you to your cgi-bin directory.
