Permissions on public_html

After my account was comprimised I had to remove public_html, recreate the directory, and then reload from backup. In order to get things working I set permissions on public_html to "rwxr-xr-x" (0755) or 0711; if I don't then I get a bunch of errors:
(13)Permission denied: /home/nepherim/public_html/.htaccess pcfg_openfile: unable to check htaccess file, ensure it is readable

Things seem to work. However, every morning the permissions are reset to 0750.

1] What is resetting permissions (probably need a support ticket for this, but wondering if anyone knows)
2) What should permissions on public_html actually be?

There is a cron in cPanel that'll reset it to the correct permissions. 750 is the correct permission set. 755 would work, but is less secure. We checked the ownership on your folder and it looked like they were off. We've corrected that now. The group needs to be set to nobody for public_html so that Apache can read your files in public_html with 750 permissions. Let us know if you need any further help!
