If I buy 768 MB RAM on both of them, which one will be faster?

No way to tell really as there are more factors involved than just available memory. Things like server processors, virtualization efficiency, network infrastructure, etc. all play a part.
Cloud computing basically means that computational and storage resources are spread across a cluster of machines that may or may not be physically proximal to each other (or even in the same city/state/country/continent/hemisphere). A VPS means all the resources are located on one physical machine.
Theoretically it should be harder to overload resource on a cloud account than a VPS.
Personally, I prefer VPS as I like to know exactly where my data is stored. I also consider them more secure in general (if properly managed) than a cloud.

So this means the performance is definitely faster on VPS if there isn't too much load.
