Notepad++ seems to get the job done quite nicely. I toyed around with Dreamweaver on a trial, but it was a bit excessive for my tastes.

My vote share between Note pad++ & Dream-viewer.

Notepad++ for the win! I should note that PhpDesigner 7 is another good one. No longer free but still good.

I tried Dreamweaver a number of years ago and decided that the editor between my ears was a lot better and also a lot cheaper.

I thought about using Dreamweaver but the license fee just wasn't for me. I use notepad ++ when on windows and gedit when on my linux machine. So far it's been great.

I've seen some web designer job ads require experience with Dreamweaver.  I've never used it, but I see they've got a free trial so maybe I'll give it a try.

I would love a WYSIWYG HTML editor that produces error-free and standards compliant HTML and CSS so I could put something up quickly instead of typing all the code out by hand.  I haven't tried one for a few years.  I found them to be buggy and not produce very pretty HTML.  Maybe I'll check out some of the free ones.

I think I just found my (free) dream editor:

source:kit in the chrome webstore (you might have to search using 'dropbox' as the search term). It automatically syncs with dropbox whenever you save something, opens up everything straight within the browser window, and has text highlighting for lots of languages.

Shame it's only on chrome browser right now.

My favorite free PHP/HTML/CSS editor is Codelobster PHP Edition.
It is fast and has great highlighting and autocomplete for mixed code.

I'm rather fond of EMACS and vim myself. Brief and Notepad++ are nice in Windows.

Sublime Text Editor for the win!

Cross-platform, fast, and a ton of add-ons.

Once you get Package Control, Fetch, customize your snippets, and Zen coding installed you fly.  It is pretty sick.

My only complain is the Project Manager doesn't seem too intuitive/usable to me.  But thats okay, I just open my folder under recents or drop a folder into the icon dock (I use a Mac).

The UI can seem very un-user friendly at first, but it is not.  It is just very simple how programs should be.

If anyone is interested I would suggest looking at Nettuts+ for guides to optimize the program to your liking.
