I am just noticing that all the blogs.dir folders (and their sub-folders) in all my WordPress MU installs have their owner/group listed as 99 99.
How do I get it back to my username? I am on shared hosting. I guess only Root can change group/owner...
Do I have to put in a ticket?

Yeah, it's a ticket thing. 99 is (IIRC) what Apache and mod_php runs as, so some install process or similar has created them. Since the only person who has sufficient privileges to change ownership is root then you'll need to submit a ticket.
